Decriminalization, five points that divide drafts

19/09/2015 09:15

The government and the Democratic Party have published two drafts for decriminalization.

Both parties have opposed the propositions of each other, while the
invitation for consensus has been reiterated by he majority.

Parliament Speaker Ilir Meta declared this Friday that both drafts are very similar and they can find consensus.

Prime
Minister Rama stood to this same line in an interview given to Top
Channel’s “Top Story”, saying that the drafts are very simlar, except
for some propositions of the DP.

But what are these differences?
First of all, the government’s draft does not include the drug test or
fingerprints, and other biometric data that will be preserved for the
Albanian citizens, both included in the draft presented by MP Oerd
Bylykbashi from the DP.

Another point that divides the parties is
the creation of an institution at the Prosecution General ofr
inspecting officials. The government’s draft does not include this.

The opposition’s draft bans from public offices anyone who has had a changed identity after being accused for a crime.

The DP also foresees banning people sentenced for corruption and electoral crimes.

PD requests:

1) Drug test
2) fingerprints
3) Establishing verification institution
4) Banning people with changed identity after the crime is done
5) Banning people sentenced for corruption and elcetoral crimes
