CoE, resolution for Albania

A draft-resolution has been planned lately from the Monitoring Committee at the Council of Europe, which says that the refusal to
participate in elections does not help the Albanian democratic process.

The document appeals for political dialogue and invites the opposition to end parliament boycotts. The monitoring report for the period June 2010 – May 2011, before the local elections, notes what they call an inability of the ruling party and the opposition to cooperate after the Parliamentary Elections of June 2009, which caused a long crisis and the tragic events of January 21st.

They also mention the fact that the Parliament Assembly has invited the Albanian authorities to improve the legal framework of the electoral process and to improve the performance of the electoral administration in a series of areas. The Assembly asks the Albanian Parliament to improve the rules of media coverage and campaign funds, to make transparency about media ownership, election commissions and candidates’ list. The Socialist Party is asked to end the boycott and to start a constructive dialogue with other political forces.
