Water Boundaries Agreement

Works for the improvement of Drin and Buna river embankments should be finished within this year. The Albanian Government has given a 10 million USD fund for the first phase, which will be followed by other projects.

Environment Minister signed a cooperation memorandum with Kosovo, Montenegro and Macedonian homologues, for the administration of Drini River waters. Mediu emphasized that Shkoder floods must be prevented.

“The 2010 waters around the Shkoder Lake and along Buna River flooded for a long period more than 15 hectares of land, causing big damages on residential buildings, farming, economical and agricultural activities. The World Bank cooperation has been very effective, which has initiated the financing of many projects with a 1 million dollars fund, used for the implementation of the urgent phase and also the long-term phase, such as embankment reinforcements, the discharge collector and evacuation plans for the area around Shkoder”, Mediu said.

European Commission Representative, Marco Keiner, said that these measures are indispensable for improving the life of the locals.

“Drini River is very generous, providing us with energy. But this river can also become a great danger on rainy seasons. The Shkoder floods of the recent couple of years have affected Albania’s economy. You share common challenges on water management and your coordination can help solving the problem. Our meeting is a step forward in this context. We trust that EU’s directive for water management will be implemented in the Albanian law, but these policies need to be implemented even on terrain”, Keiner said.

All states that signed this memorandum will finance short-term measures on respective territories. As for the final project, there will be financial help from the World Bank and international organizations.
