Albanian Chief Prosecutor Olsian Cela described today as “a difficult situation”, the state created by the accumulation of files under investigation, caused by vacancies in the prosecution system.

While reporting on criminality before the High Council of Prosecutors, Cela said that based on the work of the prosecutors, the courts have convicted 10,546 citizens for the year, while only 217 were acquitted.

Asked by a member of the Council if it is time to copy the model of the National Bureau of Investigation, as far as judicial police officers under the state police are concerned, Çela did not give a clear answer.

It is not yet known whether the government with this suggestion is paving the way to take steps back, to the prosecutor’s office of the time before the Justice Reform, which was decentralized.

But the issue seems not to wait on the eve of the elections and the implementation of the decriminalization law, through which electoral candidates are controlled. As the first general prosecutor with limited powers, Olsian Çela has proposed legal additions to the Assembly, to improve the efficiency and effectiveness of the prosecution.
