Special prosecution arrests 9 Tirana municipality former officials who awarded tenders to their own companies Molla e Qato

Today by order of the Special Court against Corruption and Organized Crime (SPAK), nine arrest warrants have been signed for former officials of the Municipality of Tirana, three of whom have been placed in custody, while six others have been released on mandatory appearance.

Mariglen Qato, former director of the Territory Protection Inspectorate in the Municipality of Tirana and former director of Tirana’s Water and Sewerage, Redi Molla, ended up in handcuffs. SPAK has also requested a second security measure, ‘prison arrest’, for Taulant Tusha, the former director of Public Works in the Municipality of Tirana.

The Special Court ordered the obligation of appearance of the other former officials Enton Punavija, Julian Zanaj, Albano Janku, Nestor Muhamellari and Debora Keçi, who are accused of the criminal offenses “Violation of the equality of participants in tenders and public auctions” as and “Passive corruption of persons exercising public functions”.

According to SPAK, in the 4 years that Redi Molla was General Director of the state company “Ujësjellës Kanalizime Tirana” he announced as the winner of tenders the company that he and the other director Mariglen Qato, had themselves founded.

The SPAK prosecution also doubts that the former Director of Public Works in the Municipality of Tirana and the members of the Bid Evaluation Commission, Enton Punavija, Julian Zanaj, Albano Janku, favored and created privileges for Molla and Qato’s company in some procurement procedures.

SPAK also points out that Debora Keçi, head of the contracting authority Sports Club “Tirana”, favored the company of the two former directors. The investigations of the Special Prosecutor’s Office started last year, after the report made during the election campaign by the DP candidate, Belind Kelliçi.
