Problems with Tirana vote summary tables

Jonathan Stonestreet, head of OSCE-ODIHR mission, when asked one week
ago during the hearing session of American Commission of Helsinki about
inconsistencies between voters’ total number and total ballots in 117
boxes, gave a response which insinuated that there might be something
behind this inconsistency.

 “I can say that there can be several errors in an electoral process. I don’t want to speak about numbers, but there have been concerns. I know that there have been concerns for these inconsistencies. For the moment I cannot say who caused these inconsistencies”, Stonestreet declared.

This declaration that does not rule out the possibility that something might have happened, arises a simple question that requires an answer.

By who and how was caused this inconsistency that now is documented in Central Election Commission’s decision on May 23rd for announcing the result of Tirana mayoral elections?

The first point of the summary table shows that there are 256,507 electors who have voted, which means that this must be the same number of the ballots found in the boxes.

Always referring to the summary table, the total number of ballots is 257,377.

A simple mathematical calculation shows that the difference is 870. There are 870 ballots more than voters. For this number, even the head of OSCE-ODIHR mission says that “he doesn’t know who caused these differences”, without mentioning that this number might be the tip of the iceberg for a possible electoral manipulation.

Referring again to this summary table that shows the total ballots found in boxes, logically one might think that the total number must include the invalid ballots too, added to the number of valid ballots.

The summary table shows that there are 6730 invalid ballots, and 250.885 valid ballots. Adding these two numbers, the total ballots found in all boxes is 257,377.

But this is not the case. The sum of these two numbers is 257,615, or 238 ballots more than the total number of voters, which is 256,507.

These inconsistencies require an answer, according to the Election Code.
