The Democratic Party candidate for Mayor of Tirana, Lulzim Basha,
promised during his “The Initiative for Tirana” speech that if elected
Mayor, he will put the citizen’s interests above political ones.

Basha emphasized that if he will be elected as Tirana’s First Citizen, he will not make distinctions between citizens with different political convictions.

“The city is like a family, without winners and losers. The family goes on by consensus. So that no one can impose his political agenda on the citizens, so that we muar not feel this political pressure, the decision making should be a consensus between all of us”, Basha declared.

Basha explained his stance for the electoral videos pre-edited as news reports by his staff to be sent to the media.
”Information filtering and the attempts to deform the reality are increasing day after day”, Basha explained.

The former Minister of three Ministries answered to the questions of the Top-Channel reporter on his program of tax decrease.

”The tax issue is simple. The municipality has 85 taxes and fees, which create problems with the business, with the employment and prices. The tax system is not transparent. Small and big businesses face taxes that have been multiplied day after day. The tax multiplication not only has not brought service improvements, but has done the contrary. The entire problem has to do with the lacking of transparency”, Basha declared.

The democratic candidate emphasized that his fiscal reform will ease the business practices and that businesses that favor employment will be a priority.

”I am not saying that my fiscal reform, which will remove 60 of these taxes and fees, will be the key to the price problem, but it will have its effect. I will offer “premium” privileges to those who create jobs, which will be used for employee training in technology, for transforming Tirana into the most attractive city for the investors”, Basha declared.

Basha also clarified his plans for increasing the budget and the investments that this institution will do if it were to be managed by him.

“As for the budget, Tirana needs big solutions and I am committed to prevent politics from interfering with its problems, starting with the transport, the schools, etc. The budget of Tirana will be dynamic, by doubling the income through good governing. Doubling the income by lowering taxes”, Basha said, adding that the modernization of the services offered by the municipality will also be one of his goals.

“We will use modern systems that today are very efficient. We will work for giving a more modern rubbish collection. We will divide them in plastic, paper and combustible. The municipality will work to take loans from lending institutions, and invest with that money on public works. A total sum of 200 million Euros, building a transparent report on the private sector”, Basha added.
