SP files appeal at Electoral College

The conclusion of the process for opening all ballot boxes of 11 Tirana
Municipal Unit by CEC, in order to recount and reassess the miscast
ballots, will create a new tabulation in the results for Tirana Mayor.

This result, according to CEC spokesperson, is expected to be released this Friday, but it is not the end of the electoral saga for Tirana City Hall.

The Socialist Party is analyzing the new facts that came to light after the recount made in CEC, which gave Lulzim Basha a victory with 95 votes more than the SP candidate Edi Rama.

Socialist MP Fatmir Xhafaj, secretary of this party for legal matters and coordination, announced the further legal steps that include a new appeal at the Electoral College. According to him, now it has been proved that there have been manipulations with the first 117 ballot boxes counted by CEC.

“The trend of miscast ballots that are being reassessed has inconsistencies. The 117 boxes had unequal numbers. These facts make this process not irregular, but deformed and manipulated, because it has produced a result that doesn’t respond to the citizens’ vote”, Xhafaj declared.

The Socialist lawyer explained the ways these manipulations were carried out.

“There were some units where the counting process wasn’t over yet, and there is where Lulzim Basha’s ballots were added. Those ballots were produced by Berisha’s factory, that’s why they were found in 107 boxes. Those ballots were from Lulzim Basha, not from the citizens. One of the manipulation elements is that Berisha’s people have inserted ballots during the counting process”, Xhafaj underlined.

MP Xhafaj commented the Democratic Party point of view that every ballot cast by citizens should be counted, even if it was miscast.

“If this majority would have been concerned for the voice of the citizens, they would have asked CEC to count not only 117 ballot boxes, but all of them, in order to respect the vote equality”, Xhafaj declared.

When asked if SP appeal would request the Electoral College to invalidate the result that CEC is expected to announce in the days to come, MP Xhafa declared:

“We will continue the appeal procedures. It is clear that we don’t need to wait until this process is over for saying that the result is unacceptable, because this process is based on manipulations”.

MP Xhafaj refused to announce the details of the appeal, for tactical reasons.

One thing is sure: Tirana’s next Mayor will be decided by the Electoral College.
