SP, 113 voting centers with problems

One of main points of the Socialist Party appeal that will be reviewed
by the Electoral College this Monday regards the changes that Central
Election Commission made to the results of the summary tables for
Tirana.

More specifically, the decisions 710-711 approved on May 23rd by CEC. It was exactly these decisions that changed the result of the Tirana mayoral race, after SP candidate Edi Rama was declared winner with 10 votes.

The Electoral College must scan the numbers given by CEC after CEC opened and recounted 177 ballot boxes, the result of which showed Democratic Party candidate, Lulzim Basha, leading with 82 votes.

113 of the 117 opened ballot boxes had miscast ballots inside, which had been considered as invalid until the ballot counting process was over.

But there have been inconsistencies in these 113 boxes, because there are more ballots than total voters.

Even if there has been a human error, with people casting ballots in wrong boxes, the total number of these ballots should be the same with the number of total voters.

If someone would analyze the results of two voting centers:
The total number of voters in Voting Center 1920 is 569. Exactly 569 ballots were found in the box for the Municipal Council. 569 ballots should be in the ballot boxes for the Mayor and the Municipal Unit. But according to the result table approved by CEC, the total number of ballots in both these other boxes is 571 for each of them. Four ballots more than voters.

In voting center 1759, the total number of voters who have cast their ballots in four boxes is 543. Again, exactly 543 ballots were found in the box for the Municipal Council, but same again, in the boxes for the Mayor and the Municipal Division, there were more ballots than the number of total voters.

The same situation appears to be in all other ballot boxes that were opened by CEC, raising a very big question: how is it possible that there are more ballots than voters?

The answer remains to be given by the Electoral College.

It would be interesting to see if the judges of the Electoral College will follow the same standard as they did with Kolsh, Lezhe and Shale communes in Shkoder, where SP party complained for finding more ballots than voters, and the College ruled that the elections in these communes should be repeated.
