The head of the Orphans Association accused the Albanian state
institutions of having violated the law in the last 10 years by not
providing shelter for any orphan.

The latest case, where six orphans were evicted from the dormitories, is a full violation of the orphans’ rights, part of which also have the status.

“From 2005 and until today, the law that was passed by the Parliament provides that the state must finance the municipalities and communes for sheltering the population. The state has given 285 apartments, but not a single one was given to orphans. There have been given apartments in Durrës, Shkoder, Vlore and Korçë, but not a single one to orphans. There are 1400 orphan statuses in Albania, but they have never benefited. There are hundreds of children who have both parents’ passed away, and they do not receive any pension. The motivation is that they have not paid social securities”, said Kadri Alia, head of the Orphan’s Association.

The head of the Orphan’s Association will sign a petition that will be sent to the Prime Minister and the Albanian President. The petition asks the implementation of all clauses for the “orphan” status.

“After finishing high-school, the state is obliged to shelter the orphans. When the state is not able to provide shelter, they must be sent to dormitories, covering food, electricity, water and clothes. We will ask the government and the institutions to start working for sheltering these orphans”, Alia declared.

The latest case, with the orphans being evicted from the dormitories, has brought a reaction from the international organization of Human Rights “Amnesty International”, which underlines that the eviction of the mother with her 10 months old baby is a severe violation of human rights. The report says that the state must guarantee basic services to these young people, such as free electricity bills, shelter and easier opportunities in education, employment and health services.
