Law against smoking in public fails

The law against tobacco in our country, despite evaluated as a very good
law even by foreign experts, has never been implemented in any of the
bars, where smoking must be fined. Specialists are proposing that this
fine will not go only to managers or bar owners, but smokers should
also be punished.

“Until today, this law did not provide punishment for the bar managers. From now on, the highest person in rank of the institution will be fined, and also the person who breaks the law”, says Roland Shuperka, anti-smoking specialist.

The British Chief Inspector for Tobacco values the Albanian law and insists that bar managers are the ones to be punished.

“Bar managers must be punished, in order to make this law functional. They must not allow tobacco to be consumed in their premises”, says Joan Gray, British chief inspector for tobacco.

In Albania, almost 40% of the population consumes tobacco and 14% of them are 13 to 15 years old. According to statistics, 1 in 3 persons of this age has started smoking at the age of 10. Smoking females are increasing each day. Until now, all attempts for prohibiting smoking in bars have failed due to the non-functionality of several institutions.
