Government striving to make ends meet

The budget crisis has obliged the government to undertake extreme
measures for putting the country’s finances under control. Top-Channel
secured the details of latest decision taken by the Council of Ministers, which imposes
extreme cuts to budget expenses.

The decision titled “to discipline budget funds” states that all procurements and public investments that have not been realized until August 1st must be cancelled, or more specifically, all procurements for which there has been no agreement signed. Exception to this order will make urgent expenses for food and medicine, while other payments will require the approval of the Ministry of Finances.

But procurements are not the only payments that will be blocked. The government will not hire anymore employers in the administration, until a final reform in the structure. The government also banned the usage of the Special Fund, which up to now had covered administration bonuses. Even those who have benefited bonuses from this fund must return it to the budget. The decision states that extra hours and unused holidays will not be paid.

The drastic measures have also affected the training of the state employees abroad. According to the decision, the trainings that were supposed to be made outside Albania will be immediately blocked. Even per diem expenses for travels abroad will not be paid, except those of special importance, only for a limited number of employees. These extreme measures indicate that Albania’s finances are facing the hardest times in the recent years.
