CEC, procedure continues

The Central Election Commission continued to open the ballot boxes, as ordered by the Electoral College.

The debates between Ristani and SP representatives were present during the entire process. The debate culminated before opening ballot box no.1789 of Zonal Election Commission 48, which was partially broken.

CEC employees explained that the crack was created during transportation, but it wasn’t sufficient for SP legal representatives, who insisted that CEC should investigate why the box was broken. The Socialists base their request on the fact that CEC has guaranteed to keep and transport the ballot boxes in safe conditions.

The Socialist request was not taken in consideration, because CEC Chairman Arben Ristani ordered that ballot box to be opened.

After this decision, the Socialist legal representatives declared that their suspicions that someone had interfered in that ballot box were certified, because the contested ballots envelope was missing. According to the reports, the envelope had 27 contested ballots. CEC didn’t give any explanation why the envelope was missing.

“The integrity of the ballot boxes is a total CEC responsability. This means that any irregularity, including flagrant ones, are direct responsibility of CEC. There is no reason why a sealed ballot box doesn’t have inside what is reported on the summary that it should have. The fact that the contested ballots envelope is missing, the inspection of which is the entire goal of this process ordered by the Electoral College, shows that we are having another manipulation from the Central Election Commission”, said SP representative in CEC, Genc Gjoncaj.

The process was interrupted for some minutes, because one SP observer misread the report found inside a ballot box.

This was enough for Arben Ristani to declare her as unwanted in the process. Mr. Ristani’s request had the support of CEC right centered member, Vera Shtjefni, but it was opposed by CEC Vice Chairman, Deshira Subashi.

Ristani rejected Mrs. Subashi argument for opposing the removal of observer Anila Çobani for making a human error.

Mrs. Çobani was removed from her duty with four votes in favor, with the motivation that she was unwanted in the process.

“Ristani’s nervousness is present during all CEC sessions. The decision for removing the observer is not right, because CEC has no competence to discharge or nominate our observers. They are part of our propositions for the observing procedures. We are here for creating the right observing conditions, in order to fulfill our duties. We have no dependence from CEC in this report, therefore this decision is unjust and illegal”, Gjoncaj declared.
