‘Gërdeci’, Luan Hoxha testifies

Former General Mayor Luan Hoxha declared that initially, the assigned dismantling location was Berzhite village in Tirana. But the General Command rejected this option after receiving advises from specialists. But Hoxha said that the Defense Minister Fatmir Mediu assigned Gerdeci without any approval from the General Command. Hoxha said that the order issued by the minister came some days later. According to Hoxha, the law provides that the order should be signed, and this signature was given by the cabinet director of the General Command, in absence of the former general.

Hoxha declared that the army could not oppose an order that was coming from the Defense Ministry. He admitted of visiting Gerdec for a 8 minute inspection, but only from the military point of view, as the law provided him, in presence of the SAC American administrator and the Albanian administrator of Albademil, Delijorgji. The only objection given by Luan Hoxha and the American administrator was the fact that more quantities of ammunition were needed for the dismantling process.
