Opposition: No amnesty, only pardon

The project for a general fiscal amnesty on a wide base was definitely undermined.

The government is rushing to pass the law at the Parliament before local elections, with accelerated procedures. But this wasn’t welcomed by the opposition.

“We propose to add this law to the agenda and formulate a working order. Otherwise, we think that you are rushing this law for votes, since you are sure about your loss”, Socialist Party Mimi Kodheli declared.

After the opposition abandoned the room, the Finance Minister Ridvan Bode appeared at the Economy Commission and presented the draft to the deputies of the governing party, listing some of the tax obligations to be pardoned.

“All delayed taxes and obligations; all delayed vehicle custom fees will be pardoned. All self-employed individuals will have their     health insurance pardoned. All businesses will have their interests on delayed payments pardoned”, Bode specified.

Mr. Bode answered to the businesses who complained on the lack of guarantees in this law. He said that after the declaration, they can control their taxes.

“This way, if they get inspected, they will have nothing to hide, since everything will be declared. If they will hide anything, later inspections will be more severe”, Bode explained.

Regarding the other business request of lowering real estate declaration fees, Mr. Bode said that the government would accept it only by adding another condition: “They can declare their possessions with a zero value, but they cannot declare them as amortized”, Bode emphasized.

After the failure of the wide amnesty, with the opposition leaving the room, the Commission approved the other version that pardons all taxes, but only for a narrower circle of individuals and businesses.
