Government requests plenipotentiary authorization for maritime border. President Meta consults Berisha

When the Constitutional Court decided to reject the maritime border agreement reached between Albania and Greece in 2009, signed by Berisha and Karamanlis, one of the reasons was that it had not received the plenipotentiary permit of the President.

“This falls against article 7 of the Constitution, which guarantees equality of powers”, the Constitutional verdict said.

Today, the Foreign Minister, Ditmir Bushati, requested the plenipotentiary permit of President Meta before negotiating the new border agreement with Greece.

However, the President has decided to not decide alone. He is meeting all of his predecessors for advice, starting with Bujar Nishani, Bamir Topi, and even Sali Berisha.

The Foreign Ministry specified that this request is made before experts sit to discuss the borders. The Constitutional Court states that the purpose of the plenipotentiary permit is to authorize the institution in question to discuss only for matters that are specifically expressed in the request’s object.
