Inconsistencies with CEC figures

The summary table of the election result for Tirana Mayor showed that the ballot boxes had 870 more ballots than voters.
However, this could happen when someone, before voting, forgets to put his signature on the voters’ list.

870 absent minded voters, an average of 1.7 voters per voting center.

This number is statistically accepted for election specialist, but the summary table has another inconsistency.

Let us see the CEC decision for evaluating miscast ballots.

If you add miscast ballots one by one, it shows that CEC has distributed 250 ballots in total to the three candidates for the Tirana municipality.

In the summary table for the Tirana municipality, the vote difference is 238.

Leaving aside the fact that we don’t know where 12 ballots have ended to, let us take this difference or granted, as the summary table shows.

The difference can be seen by comparing valid and invalid votes that were really found in the ballot boxes according to the official document.

This inconsistency is logical, because the additional votes redistributed to the candidates have not been inside the ballot box for mayor, but in those of Municipal Council and for the Head of the Municipal Unit.

Two are the options for this inconsistency: either one person has voted two times in the same ballot box, inserting both ballots (that of Municipal Unit and Mayor) inside the Municipal Unit Candidate box… or the votes have been cast after the voting process.

Central Election Commission doesn’t have an official explanation for this inconsistency.

But even if they would have one, in a normal situation, this would require arithmetic consistency.

The numbers are adjusted by comparing the number of total voters with the number of total ballots found inside the ballot boxes and the remaining unused ballots.

For this, four ballot boxes for each voting center must be opened. Tirana had 485 voting centers, multiplied with 4 boxes, and then multiplied with 2, for the boxes of the election materials making a total of 3880 ballot boxes.

It would take six months to inspect all these votes.
