New law provides use of Artificial Intelligence for public tenders and procurements

A new law on public procurement, which will introduce some new concepts in the field of tenders, passed this Monday in the Economy Committee of the Parliament of Albania.

With it, the government undertakes to build a centralized system operated by Artificial Intelligence, which will automatically evaluate the criteria and then select the winner of the tender. Also, the new law is supposed to exclude operators who do not have a registered beneficial owner, as well as those previously convicted by a court decision.

The procedure automatically excludes companies that will be caught with violations regarding the employee salaries, as well as foresees the establishment of a Central Purchasing Body under the Council of Ministers, which has the right to deprive procuring entities of the right to enter a competition. There are also changes to the deadlines for appealing and disqualifying an operator from the competition, the authorities announce.
