The Minister of Justice, Eduart Halimi presented the draft law for
electronic surveillance to the representatives of the Albanian Justice,
Judicial System, Prosecution, Prison Administration and Proof Service.

The Minister of Justice declared that this initiative was a positive step that aimed not only to decrease the prison population, but also to improve their treatment.

According to Minister Eduart Halimi, only during 2010, the Albanian Police has paid a financial bill of 3 million EUR for guarding people in house arrest.

The electronic surveillance is made through an electronic device that is placed on the body of a person who has received a court order for limited circulation.

His location will be transmitted through a GPS device. This method is planned to be applied to 300 or 500 detainees in the next year.

The Minister of Justice, together with the Proof Service has passed the draft-project and is expecting its other phases to finish.
