Court of Strasbourg refuses Altin Arapi’s request

The Court of Strasbourg decided on July 30th 2015 to reject the request
of the Albanian citizen, Altin Arapi, against the government of Albania.

Maybe for the first time in its history, the European Court of Human Rights is basing their verdict on documents that don’t belong to Altin Arapi, son of Dolor Arapi, but to another person with the same name, son of Ibrahim Arapi.

The unprecedented case mentions on the first page of the verdict, section “Facts”, five verdicts given by the Fier Court that have nothing to do with the person who filed the complaint.

Arapi’s Belgian lawyer, Henri Beauthier, has made a complaint about this, saying that the records of another person should not be given for his client. The lawyer asked the Council of Europe to review the correction complaint, while the Albanian lawyer asked Minister Nasip Naco to start an administrative and criminal investigation, since the State Advocacy is involved in this scandal, according to him.

These documents have convinced the judge panel that the defendant is a criminal with a 25 year sentence. This has served a reference for their verdict.
