“The Visa Waiver Program is sanctioned by law and there are a series of statutory requests that should be fulfilled before taking it under consideration. The current law says that the countries that have less than 3% of the visa requests refused should be allowed for the visa waiver program, and after this they can enter in an agreement wit the United States to share the data of individuals who can be a danger for the United States. The refusal level for Albania in 2012 was 40.5%”, the answer says.
