A confidential report of the Supreme State Audit accuses Bank of Albania of excessive spending and abuses with public funds.
The report signed by Bujar Leskaj asks the Parliament to intervene immediately to disciplinate the Central Bank and minimize the chances for abuse with the public funds of this institution. The document states that the payments and bonuses for the Bank of Albania, the Monitoring Council and other employees reaches very high levels that cannot be compared to any other Constitutional institution. According to the SSA, these payments are outside the reality of the Albanian market.
The report documents the example of per diem payments.
“The per diem payments of the governor and the Monitoring Cuncil are almost double of what the Prime Minister is paid, 60 EUR more than the Albanian President”, the report says.
This means that only the daily difference of 60 EUR is almost equal to the monthly payment of a retired man in Albania.
“Only the per diem payments for employees are equal to that of the preseident and in many cases they don’t have the exact number of documents for verifying the time the have been on a trip and when they have returned”, the report says.
The head of the SSA gives urgent recommendations for the financial discipline that is needed at the Central Bank, asking the Parliament to change the law first and then remove the Bank’s right to find the comopany that makes the audit.
In 2013, with Albania entering a financial crisis, the spending of the Bank of Albania increased with 30%, reaching 14 million USD. Top Channel and Socialist Parliament Member, Erjon Brace, have reported the high spending of the Bank, which the governor has justified as investments in human resources.
