Ombudsman Igli Totzani asked the government to intervene in the Albanian
legislation for the criteria about the registration, economic assistance and
sheltering programs of the Roma community.
Totozani declared that it is necessary to undertake concrete steps for this community, since so far there have been only words and nothing has been made by the Albanian institutions.
“If we want the Roma citizens to become real citizens, it is necessary to remove the excluding criteria. It is necessary to change the legislation for the registration, economic assistance and the sheltering programs. It has been one year since we have made these requests but they have not been accepted. The solution to these problem should be made legally and as soon as possible”, he added.
According to Totozani, the Roma community is still very discriminated, and underlined that it is intolerable that they are excluded from the social system.
“The Roma are citizens and they are excluded from the Albanian institutions as such. The Albanian social institution offers a few benefits for them, but they are not profiting, because they are unregistered. The same problem is with the economic assistance and sheltering. The Roma cannot benefit from the national sheltering programs because they do not fulfill the criteria”, Totozani declared.
