Two days after the Council of Ministers approved the decision for the
winning offer of “Albpetrol”, the real owners have come to light.
The biggest shareholder of 51% is the Albanian businessman, Rezart Taci, through a company that he established in Singapore, named “Hyppo Oil”, while 49% are owned by the Americans “Silk Road”.
“The Consortium is made of two companies, the Silk Road, from the well known funds in Chicago, and “Hyppo Oil”, based in Singapore, which is 100% property of Rezart Taci”, Taci declared today.
The representatives of the consortiums have presented their plans for the Albpetrol development, although there are no many details about the financing sources.
“At the moment when you build a consortium, it is treated by the financial sources as complete, not divided. They are not divided, because one of the shareholders will deposit to the state budget. The consortium is the one that pays and the money are found in financial institutions and banks, not a physical person”, Taci declared.
Taci used a similar scheme to buy Armo in 2008. Even then it was said that the buyer was a US company, but after the privatization, the Americans disappeared from Tirana and the real buyer appeared to be Taci. With this purchase Taci becomes owner of Armo and Albpetrol, holding this way all the rights of the Albanian fuels.
