The three generals recently dismissed by the Albanian President, Bujar
Nishani, are Sander Lleshi, Dhori Spirollari and Abaz Lleshi. They
launched strong accusations against the President, the Defense Minister
and the Security Commission Chairman.
They argued that the decree for their dismissal and that of 30% of generals is illegal, saying that the same method was used against hundreds of professional soldiers.
“We think that the Albanian President has ignored not only the law, but also the Court’s order, which considered the dismissal of several Generals as illegal, comparing it with another situation that took place some time ago. The President’s decision to dismiss the generals and to not decree the vices in their respective functions is a serious precedent. The rush to create vacancies in the strategic command of the Armed Forces is unjustifiable”, Sander Lleshi declared.`
Sander Lleshi added that his dismissal was decided after it was asked by the Albanian Forum of Canda.
“I want to express my public suspects that the authorities have been motivated by the propositions of an integralist organization of a dark nature, called “Albanian Forum of Canada”, which has made a public proposition for my dismissal, with the absurd claims that are simply related to my catholic religious affiliation”, Lleshi declared.
While the posts of these generals are still empty, adding dangers to the national security, the decision for dismissing them was taken after a letter of March 25th 2012, which General Sander Llezhi addressed to the National Security Commission. In this letter he underlined that there is still no national strategy for the Armed Forces, and the Grades Law has not passed yet.
“The test is based on an old and damaging law for the Armed Forces. Recruiting, appointment and freeing of personnel has degraded in a very arbitrary process, which is personal and non-transparent. Consequence of this system are many appointments without any professional criteria and the discouragement of a qualitative personnel with integrity”, Lleshi declared.
They argue in their declaratin that the Armed Forces of Albania are suffering not only from the unilateral appointments, but also by an artificial expansion of the Albanian army, which is lacking of uniforms and vehicles.
The situation and the treatment of the Armed Forces is different from the media image that is presented, and for which the government spends millions. The recruiting and the dismissal of the personnel is made through personal decisions and without professional criteria.
