The Audiovisual Media Authority (AMA) is facing a stalemate, since the
mandate of four of their memebrs and that of the Director has expired
more than one year and a half ago.
The Vice Chairman of the Media Commission and rapporteur for the majority, Alfred Peza, declared that AMA has failed not only in the fight against piracy, but also in protecting the copyrights. The deadline given by the international community for passing from analogue to digital broadcasts until 2015 has not been realized by this institution, although it was a legal obligation.
“The regulation for licensing the digital networks and their programs has created discontent by the market operators, especially among historic private national outlets. This process is blocked. The AMA process for approving important regulations is delayed. These regualtions are a request of the law for a good functionality of the audiovisual media market in Albania”, Peza declared.
On behalf of the majority, Peza asked a resolution for replacing the four members as soon as possible, in order to pull AMA outside the stalemate.
“From 19 meetings held by AMA in 2013, 13 of them didn’t have the necessary quorum and were held in presence of a member without a mandate. As results, the decision that were taken were invalid. The AMA Director has taken decisions without being a member of this Commission since 24 September 2012, as result, without being a member of AMA. The Parliament asked AMA to take urgent measures for implementing the national strategy for passing from analogue broadcasts to numeric ones. We need to take measures for preparing other sublegal acts, for a full implementation of the new law for AMA. We need more cooperation for filling the vacancies and bringing the institution out of the stalemate, in order to give it a normal and constitutional functionality”, Peza declared.
The rapporteur of the opposition, Luciano Boci, declared in his report that AMA has worked well in respecting the human rights, because it has been attacked and blocked politically.
“In the second period, since December 2013, AMA has met serious obstacles caused by the blockage of the majority. That’s why they could not replace the three vacancies. AMA’s requests in April and October have been ignored, and that’s why there hasn’t been a quorum for approving a series of regulatory acts, including the Council of Complaints”, Boci declared.
The majority will present the legal argument for replacing the AMA vacancies this Wednesday, while the opposition will read its resolution. Right after that will start the discussion over the memo for replacing four vacancies at the AMA, including the Director.
