20 million EUR of the tax payers’ money are given in a tender that holds many suspects and questions about its legitimacy.
Socialist MP Alfred Dalipi reported the initiative of the Minister of Innovation, Genc Pollo, who announced a tender for the new digital networks of the Public TV when this competence does not belong to the Minister, but to the media control authorities, such as AMA and KKRT.
“There are two things that make this move illegal. Violating the public broadcaster status and trying to collectivize the local operators through the network that Genc Pollo’s Ministry wants to realize on behalf of the public television and the local operators”, Dalipi declared.
The tender that was announced on the website of the Ministry of Innovation and Technology will be closed after a few days, and the winner will be declared on June, a time when there is less public attention on tenders, especially with such large sums.
For this reason, Dalipi accused Minister pollo of holding a corruptive tender and of violating many laws.
Dalipi, who is a member of the Media Commission, declared that this tender is being held when most of the AMA members’ mandates are over, and when the majority MPs do not come at the Commission to elect the new runners.
The chairwoman of the Media Commission, Valentina Leskaj, declared that the majority is not filling the vacancies only due to political reasons.
The mandates of the National Council of Radio and Television members have also expired, same as the mandate of the General Director, who is elected by this council, while the tender for this public institution is still undergoing. Another violation of this tender is the fact that it is being held on a very incomplete project, since the procurement file lacks of a decent project for establishing the digital networks of the public operator.
“The negotiation procedure, according to Mr.Pollo’s regulation and the law, is made as result of two consequent procedures, when they are not successful. And only article 6 of the regulation is opposed with the procedure undertaken by Mr.Pollo. There is no technical project to create the necessary conditions for an impartial offer that is not administered selectively by the Procurement Entity. This tender is clandestine, only on the Ministry’s webpage and no one recognizes it”, Leskaj declared.
Although there is no decent project by the Albanian institution, the winner of the project will be announced on June, and he will benefit 15% of the total. According to non official sources, the winner is elected through negotiation, and he is a citizen from New Zealand, still unidentified, who will immediately profit 150.000 EUR.
The procurement law requires that besides the project, the tender should also have been announced through the international and national media outlets. But the announcement was made only on the electronic website of the Ministry, and it will be closed only after a few days. Its conclusion will be announced on June. However, MITIK has not defined the form of this tender, as the law requires, or as 20 million EUR of the citizens’ money deserve.
