Zaganjori: The HCJ needs reforms

“We cannot say that maybe there is corruption. There is corruption. Corruption is often seem from the way how decisions are taken. That is why we need a bigger transparency, more control and more concrete measures for the people who commit these corruption acts, which are really criminal acts. The Prosecution must do this, but not alone. We must report without any hesitation all the corruptive cases, because they often abuse with the independence of institutions to commit corruptive acts”, Zaganjori declared.

According to Zaganjori, who is also member of the High Council of Justice, due to his position as President of the Supreme Court, they should review the memberships of the High Council of Justice, for whom the judiciary conference needs to establish stronger criteria.

“I think that the HCJ needs to change the law and increase its performance. Its actions need to be more transparent and the debate should have more substance. This is what the reforms should bring”, Zaganjori underlined.

But how can a judiciary council be more efficient?

“The members might come from interest groups, civil society and the Parliament, but in my opnion, most should come from the judiciary. The proposition that is expected is exclusive to the Minister of Justice, and there have been cases when names were kept formant for months. This is why we need a change”, Zaganjori declared.

Zaganjori underlined that the judiciary reforms should not remain only as a discussion, as some voices are suggesting. He also answered if Albania needs a cassation court or supreme court.

“If the codes remain unchanged, the Cassation Court and the Supreme Court remain the same. It is important to take concrete measures for increasing the performance of the justice system”, Zaganjori added.
