Wollfarth: Cooperation between parties

The OSCE ambassador in Tirana, Eugen Wollfarth declared that the Albanian opposition and majority should cooperate.

After a meeting with the Socialist leader, Edi Rama, Wollfarth announced that they talked about the way the opposition will engage in the Parliament. The Ambassador underlined that they talked about the EU integration and for the report that was held in Vienna.

“It would be better to see how the Parliament Regulation has been in the past”, declared the ambassador during a short press release.

Political parties to take the reform seriously

Wollfarth reiterated the cooperation appeal for the electoral reform.

“We expect the political parties to take the reform seriously. There is needed cooperation from both sides. It is important to continue the work in the Parliament”, Wollfarth declared.

According to the head of the OSCE presence, the Electoral Code needs to be reviewed before the Parliamentary Elections of 2013.

“For reaching significant sex equality for the representation in all legislative, judicial and executive institutions, it is needed a better implementation of the Electoral Code and the respective legislation before the Parliamentary Elections of 2013. It remains to be seen how serious will the political parties be for fulfilling their democratic obligations, so that 50% of the populations will finally say their word for the way the country should be governed”, Wollfarth declared.

“The new President to be elected through consensus”

The OSCE ambassador, Eugen Wollfarth declared some days ago that the Albanian political parties should find dialogue for the election of the Albanian President. According to Wollfarth, the Constitution demands this, since the three first rounds will require a qualified majority.

“I think that the Constitution speaks clearly for this issue, requiring for the first three rounds a qualified majority. This would show that consensus between the parties, hence I want to reiterate what I expressed earlier as an invitation: try with the greatest possible intensity to find the best candidate”, Wollfarth declared, saying that through this way there will be no need to go to the fourth round, which will elect the President with a simple majority.

For this he underlined that it is very important that the chosen candidate should be consensual and accepted by everyone. On the other hand, the OSCE ambassador declared that the next President should be a man or a woman, without the need of creating problems. Most important was that the elected person would have the necessary statute for this post and should be independent from both parties.
