Why did police bring the arrested protesters to Tirana?

The 23 suspects arrested from the Durres-Kukes protest were brought to Tirana for lack of premises in Kukes.
This is the official argument that the State Police gave to Top Channel’s inquiry about why these protesters were transferred from Kukes to Tirana.
While it is true that the Kukes Police building cannot hold 23 detainees at once, another cause may be related to security.
In fact, a similar precedent took place during the protest of 2001, when the detainees were moved to Dibra, for security reasons.
There have been other precedents in Shkoder, 1999, but also in 2013, in Vlora, when the Supreme Court decided to move Vlora’s Mayor case to Tirana, after many citizens gathered in front of the building, putting in danger the public order and security.
