Kosovo President Hashim Thaçi wrote NATO’s Secretary General Jens Stoltenberg a letter explaining the legal basis about his efforts to establish tha country’s army. Thaçi told Stoltenberg there are only two ways to do it, modifying the Constitution – not backed by Serbian deputies in Parliament – and modifying existing law about the army that requires a simple majority vote.
Thaçi argues in the letter he took this decision because Kosovo needs to secure its borders in a time when, as he says, things are changing rapidly in the world and new actors are eager to expand their influence in the region.
“Strongly backed by Russia, Serbia does not share the same aims as Kosovo, to join NATO”, Thaçi wrote. “On the contrary it still claims Kosovo territory and is constantly getting armed by Russia, including military plains MiG-29”.
“I regret that you, as NATO Secretary General, have expressed there will be consecuences in terms of cooperations between NATO and Kosovo Security Force if the latter changes its status. Ia have taken veri seriously thiese remarks and I need to emphasise that Kosovo is determined to complete this process in the mos transparent and comprehensive way”, Thaçi ads in the letter.
