By the end of her three-year mandate, the Chief of the World Bank for
Albania, Ksenyia Lvovski, asked the new government to urgently return
the International Monetary Fund in Tirana.
“It is very important to pay the debts with the private sector. Regardless of how ambitious the government program will be, there are no fiscal spaces for important new investments. A new dedicated program is needed to rebuild the fiscal space. The public spending quality should also be very important. We recommend the new government to include a fiscal rule, to establish an independent fidcal council and start a cooperation program with the International Monetary Fund”, Lvovski declared.
The outgoing chief of the World Bank declared that Albania needs to build the rule of law and warn the new government to be careful with the administration.
“It is important to increase the trust in public institutions, and this includes transparency and independence in the decision making. It also includes the rule of law in a non-discriminated and non-selective way. It is very important for Albania to have a public adminsitration which is professional and depoliticized. Albania had the good luck to attract talented professionals in the recent years, who have studies in very good international universities. Albania has had a qualified personnel that has done its job properly. This will be a test for the new government and the European Union integration ideals”, Lvovski underlined.
The World Bank will cooperate with the government to find a negotiated solution with CEZ, which has not resolved the ownership problem, although it is being managed by the state.
