A press release of the Supreme State Audit announces that they have
filed a criminal report at the Albanian prosecution against the former
Saranda Mayor, Shpetim Gjika, who from 2003 to 2011 has issued 129
construction permits within the city limits, against all National
Council Regulations.
Audit says that they have also filed charges against two legal experts and three former directors of this municipality.
During an audit at the Durres Municipality, the SSA reported other legal violations regarding the procurement procedures for the “Dyrrah Boulevard Reconstruction” project, with an economic damage of 19.3 million ALL, and for the procurement of the “Green Areas” project with a damage of 7.1 million ALL.
According to SAA, bidders with lower offers have been eliminated during tenders, and other companies with higher bids were chosen. According to the SSA, the two vice Mayors Adi Cela and Zhuljen Varfi hold the main responsibility, since they were chairmen of the bidding commissions.
Besides the two vice Mayors, SSA has filed criminal charges against 9 members of the bidding Commission. Other violations have been identified in the tax collection office, with at least 110 million ALL.
