The declaration of the Minister of Interior about the agreement between
the two political parties about the National Bureau of Investigation
brought this Thursday a reaction from the Democratic Party, which said
that December 23rd is the last day when they had communicated with the
USA for the Bureau.
Political archives show that the US Ambassador, Donald Lu, met with Sali Berisha and Lulzim Basha on December 23rd, and they both were enthusiastic about the recommendations of the Venice Commission, but none of them mentioned the Bureau.
But on January 27th, the opposition leader accused PM rama of delaying the passing of agreements they had agreed for. In support of these words, the US Embassy declared for Top Channel on that day that they had offered technical assistance for the draft, and that they are ready to create an train the National Bureau of Investigation based on the FBI. “We are pleased that all main parties expressed their support. It is time to make turn it to reality”.
The government didn’t react until February 8th, date on which Minister Tahiri said the parties had agreed on the final draft of the Bureau. Top Channel has learned that on February 8th, an e-mail has arrived at the Minister of Interior with the draft-law of the Bureau, which later passed at the government meeting.
But Tahiri did not say where the message came from. Top Channel saw this e-mail and the sender, the US Embassy, with the draft-law attached in it, under this text: “The final draft of the law for the Bureau of National Investigation, drafted by OPDAT and with the agreement of the Democratic Party”.
It seems clear that the US received an “OK” from the DP, where US Ambassador Donald Lu and EU Ambassador Vlahutin met with Berisha and Basha on the same date. While Tahiri, Rama and Berisha mentioned these negotiations, the US Ambassador has remained silent, probably due to busy preparations for the visit of Secertary Kerry.
His declaration would give a better understanding who from the parties are lying about this debate that troubled the Albanian politics for two weeks.
