UNSC, Russian demand rejected

Russia’s efforts in the UN Security Council for condemning the Kosovo Police operation in Northern Kosovo failed.

This was not allowed by Kosovo’s western allies. Russia asked to condemn Prishtina through the so called “Presidential Declaration for using violence in North and for returning the situation at the same point as before the ROSU operation”.

Russia and Serbia were 15 votes behind for passing the proposition. USA expressed their stance that Kosovo is an independent country and has its right to extend its authority in the entire territory.

As usually, in this meeting participated Kosovo’s Minister of Foreign Affairs, Enver Hoxhaj, and that of Serbia, Vuk Jeremic. While Jeremic criticized Prishtina of taking unilateral actions, the head of the Kosovo diplomacy, Enver Hoxhaj accused Serbia of financing dangerous parallel structures in Kosovo, which he asked them to withdraw. The actions of the Kosovan government, according to Hoxhaj, were a legitimate exertion of the police power.

“What happened was the greatest challenge made to peace in Balkan in the last years. The Serbian parallel structures have used explosives, automatic weapons and snipers for attacking Kosovo Police, EULEX and KFOR. One Kosovo police agent was killed by these extremists and criminals who are financed by Belgrade and their smuggling activities. I repeat: Kosovo Police has not used violence. It was the Serbian government who undertook violent acts within the Kosovo territory”, Hoxhaj underlined.

During a press conference for the media after the UN Security Council, Hoxhaj spoke for the first time about the consequences of the territorial violations made against Kosovo and Bosnia.

Asked about the unchanged and neutral stance of Bosnia for the status of Kosovo, the Minister Hoxhaj declared: “I understand the stance of Sarajeva. For the first time I will express my personal opinion about this. I think that what is happening in Northern Kosovo is the same picture of what will happen in some Bosnian territories.”

In the Security Council meeting, the UN General Secretary Ban Ki Moon read the quarterly report for Kosovo, but that report is based on the period from April to June, and doesn’t include the recent situation in Northern Kosovo.
