University properties, possible motive for threats against new rector

The implementation of the higher education reform is expected to start
in 2016 or 2017. The new law will implement a new funding scheme, part
self-funding through the revenues generated by the university, thanks to
a new financial autonomy.

The law states that the real estates in which these institutions operate, will go under the administration of the institutions, and their leaders are also allowed to develop them. Authorities say that the challenge of universities after taking the properties under administration will be big.

How will they face the challenge with the bigger private universities? The building of the new campus is one of them.

Although the decision-making will be collegial by the board of administrators, the Rector will certainly have a specific weight on the decisions. The newly elected have also been under threat by criminals, such as Mynyr Koni.

The Students’ Town is in an area that has been very preferable for villas and residential buildings. With the new law, the entire property will go under the University of Tirana. The project for the new campus and the missing 30 million EUR are enough of a reason to attract private investments, including criminal activity.
