Unclear laws make it difficult for solar energy companies to invest

In 2017, the Parliament of Albania passed a law for encouraging the usage of renewable energy, but a lack of instructions created a stalemate at the market of solar energy.

If a solar panel produces more energy than what the consumers can buy, the surplus production will not be allowed in the network. The law provides no instructions for the energy exchanges in the market.

This decision seems paradoxical, in a time when Albania spends millions of Euros for importing energy during droughts.
