Albania’s Prime Minister designate, Edi Rama, published the way in which
the Socialist Party will try to raise the domestic economy, which,
according to Rama, has turned into a deep pit of losses by the outgoing
government.
“The full transparency of the financial situation will be made by a foreign company that has a long experience in financial audit”, Rama declared.
“We need to know exactly how big is this pit created in the budget of the Albanian people by these ruining economic and fiscal policies. We need a deep and objective analysis for this”, Rama declared on Facebook.
“We are committed to address to a third party with undisputable expertise in an international scale. We are preparing to do this right after we start working”, Rama declared, giving details about how the left government will discipline the public finances.
By emphasizing the constantly growing deficit, with the outgoing government foreseeing it for the budget of 2013 at 361 billion ALL of incomes and 409 billion ALL of spending, a deficit since its planning, Edi Rama declared that there will be a deep reform in the financial report of the public sector, where transparency will be its basis.
The first step is full analysis. The verification of the financial report for the state of the government and the structures depending from it, the usage of public funds and of every agreement and public work, will open the radical reform process of the Albanian finances.
This analysis will be followed by a second step, which is a deep legal and administrative reform. They will plan and approve a law for the financial report of the public entities according to the international standards of accountability for the public sector.
The third step of Edi Rama’s government foresees the creation of detailed financial mirrors of every structure, even for ministries, which will be followed by a fourth step, the foreign and independent auditing, independent and according to international standards, and the publishing of the declarations with full transparency.
Accompanied by other reforms for the improvement of the domestic control, Edi Rama declared that he will govern the finances of the Albanian people with transparency and quality of decision-making.
