Bovilla lake 14 km from the Albanian capital Tirana, has become a tourist attraction for Albanian and foreign visitors passionate about nature.
The lake is the largest water body in the district of Tirana and is surrounded by a crown of mountainpeaks such as Brari and Gamti.
But to go to the highest point to enjoy the natural beauties, you have to pay a fee of 1 euro per person, because the “owner” of the mountain has appeared.
In the office of “Fiks Fare” were sent some vouchers issued by a business there as an entry tax in the protected area of Bovilla.
Immediately after the citizen’s complaint, Fiks Fare heads towards Bovilla and see that in the middle of the road, there is a parked car and a gentleman is taking 1 euro or 100 lek per person from all the people who want to climb to the top.
“Fiks Fare” films the entire procedure of giving the tax coupon by the employee who gave it as an entrance tax to all tourists or locals who want to walk up.
After receiving the tax coupon, they verify the tax number found on the ticket. After checking with the CKB, it turns out that Nipti L71726003L does not have an active license.
“Fiks Fare” interviews the employee and he says that “I have no idea, I’m just a worker, ask the owner.”
After a few minutes, the owner of the business, Bujar Hyseni, turns up saying that this place is in the Protected Zone and he has received permission from the ministry to do business.
The owner presents to the journalists the extract of the commercial register with the data of the entity “Limited Liability Company” where it is stated that the term of his appointment as administrator has ended. Faced with this fact, Mr. Bujar appeared surprised in front of the journalists, claiming that he did not know that his deadline had expired.
“Fiks Fare” was interested in the Municipality of Kruja, since the area where the subject operates is under the administration of the Cudhi Unit.
The municipality of Kruja in its response says that this entity has a “bar-restaurant” activity and is a regular taxpayer in the Local Tax Administration
Regarding the activity of receiving the entrance tax in the tourist area, the municipality clarifies that it is not under its administration, but of the Agency of Protected Areas, with which this subject has a lease contract.
Fiks Fare addressed the National Agency of Protected Areas and AKZM Durra and the Kruja Police Station. The head of the police station, chief commissioner Kreshnik Alimadhi, in his response, informed that they have carried out all investigative actions for this case and on October 29, 2024, they have referred the materials to the Prosecutor’s Office of the First Degree in Tirana, for the criminal offense “Concealment of income”.
