Topi: Reform, even without opposition

The former Albanian President, Bamir Topi, says that the claims about
Himara are absurd. “The justice reform should be very deep”.

“This is an absurd position. They consider Himara like a minority administrative center. Himara is a region of Albania. No one should feed this debate”, Topi declared.

The leader of the New Democratic Spirit considered it a negligence of the opposition to be part of this important reform for the citizens.

“On the other hand, we think that those who are part of the majority should go to the end of this process without any complexion for the absence of the opposition. After all, the invitations were done. If people don’t participate and hold capricious positions, then it is their problem”, declared the former President, Bamir Topi.

The former President doesn’t believe that the parties have the good will to realize the judiciary reform.

“I don’t have the minimum of trust that this Parliament can do the justice reform. There are people with special interests in that Parliament. We know that there are people who keep a judiciary burden from their past. The political climate in the Parliament leaves no chances for this to happen and realize a judiciary reform”, the former President declared.

Former President Bamir Topi declared that the justice reform should be done with segmentary interventions.

“To be complete, they need constitutional amends and the method of this reform should be advised by international legal experts”, Topi added.

Although he doesn’t want to analyze the institutional behavior of his successor, Topi says that no one should be upset about the disagreements with the judiciary, because the current president is a party product, a cause of the constitutional amends passed with consensus by the two bigger parties, and as such he will always be judged.

However, former President Topi adds that Nishani’s report with the current majority is not similar with his situation with Prime Minister Berisha.

“The relation that I had with the majority was very difficult. This one looks like the most civil and most elegant relation. With some good will from the majority and the president, they might find rational solutions for the interests of Albania”, Topi declared.
