The initiative of the majority for amending the Constitution and
removing the immunity of high rank government officials has officially
entered the Parliamentary schedule.
After this initiative started on July 6th, the Parliament Speaker, Jozefina Topalli, summoned the Conference of Chairmen to plan the schedule for reviewing this initiative.
After the Constitutional amends in 2008, which were followed by critics not only for the core of the amends, but also for the speed in which the democrats and Socialists approved them, the two big political parties also changed the Parliamentary regulation for giving enough time to the Parliament to make the Constitutional amends in the future. Four years after this amend, the regulation foresees that the constitutional amend initiatives should be reviewed not earlier than two weeks before the initiative is submitted.
For this reason, the conference of chairmen appointed dates 20 and 21 July, right after the legal deadline started, as the date for reviewing the initiative and holding the hearing sessions with Constitutionalists. The regulation says that the judge panel that reviews the Constitutional amends are composed of the Legislative Council and the Commission of Laws, which will send a report to parliament with the opinions of the majority and minority, if there will be such. The Conference of Chairmen appointed August sixth for reviewing the initiative in a plenary session, which means that this will be the date when they will permanently learn if the initiative for removing the immunity will sign the consensual amend of the Constitution for the second time in four years.
