Tirana, new regulation plan

The Municipality of Tirana has started from scratch the consults for
Tirana’s urban plan, although it was already prepared and had spurred
strong debates between the Municipality and the Ministry of Public
Works; debates that made it fail with the test at the Regulatory Council
of the Albanian Territory.

Although the first plan was made after contacting civil society, scholars and architects, now these groups will consist of other names.

“It is indispensable to resolve once and for all the daily war between the old city and the traps it builds everyday for the citizens, from the main “Scanderbeg” square and to the blocked traffic of the morning and evening hours. The city without eyes, without streetlights, and occupied pavements”, declared the Mayor Lulzim Basha.

The former councilor of the Prime Minister for the Urban Areas, Besnik Aliaj, asked Mr. Basha to value the consults, but the main role should be played by the technicians. Aliaj asked to also value what has been made before.

“The Municipality must be able to orient and tell where a given building can be constructed. It can cooperate with the private sector, and must orient this sector to prepare apartment buildings”, Aliaj declared. Basha, on the other hand, declared that the work that has been made up to now will not be cancelled, but a good analyze of the documents, policies and plans that have been made in this 20 years are an indispensable first phase, starting with the last document, known as the “Swiss Plan”.

Asked about the “Scanderbeg” square, Basha confirmed that they will intervene and will not respect the previous project.

“The process of the urban plan does not judge the previous one, but it cannot tie the Municipality’s hands for further actions. These are actions that aim to stabilize the situation where it is near collapse, due to poor planning or our absence in the first planning, three or 12 months before, when the current project started. We will inform you for the interventions and the plan will be executed very soon, for normalizing the complicated and near-collapse situation in different sections of the city, especially in the center”, Basha declared.

According to the Mayor, the new Tirana’s Urban Plan will end within 10 months.
