The need of Constitutional Amendments

Independence and respecting of institutions is the most favorite matter
of the Albanian politics, and also the key word of all international
reports and recommendations. This was the topic of the book written by
the well known lawyer, Luan Omari.

Constitutional institutions’ independence is fading. This is the conclusion of the constitutionalist Omari in his book about the absence of separation of powers, and the increasingly vulnerable independence of institutions that are legally independent.

This book is a debate invitation, seeking legislation amendments in our country. This is how prof. Omari considers it, highlighting the causes of these negative behaviors that are more and more frequently seen in the Albanian political reality.

“The gravest violations are made by the executive government. It has become normal recently in parliamentary countries to strengthen the role of the executive government. The division between executive and legislative powers has faded, and the main reason is that these powers belong to the same political family. The opposition’s role has a great deal in making this division more visible, a role that today is not in the right level. The opposition is boycotting and its role is limited”, Omari said.

The book also proposes many constitutional amendments, including the election and competences of the President.

Lawyer Maksim Haxhia considered this a significant moment of reflection for changing the legislation in our country.
