In an interview for Top Channel’s journalist, Sokol Balla, the Kosovo
Foreign Minister, Enver Hoxhaj, refused the model of two Germanies
regarding the relations with Serbia.
He underlines that the relations between the two countries should be regulated, keeping in mind that these are two independent states.
He says that during the visit held in Tirana, he discussed about the opportunity to sign an important agreement with Albania this January.
“We discussed for a better cooperation between Kosovo and Albania, starting with the idea of signing a cooperation protocol in economy, trade, education, culture and tourism. We believe that this protocol will be signed on January 2013, so that our countries can have a normal cooperation”, Hoxhaj declared in his interview.
Sokol Balla, TCH – I believe that with the approach of the electoral campaign, Kosovo will also be included. I heard the opposition leader proposing in Prishtina common dogmas between Albania and Kosovo, while there are also other common joints between the two countries. Do you think that Kosovo should stay outside the electoral campaign in Albania?
Enver Hoxhaj, Foreign Minister of Kosovo – I believe that the electoral campaigns are the only things that divide our countries. We have different political systems, and different political elites. For us is key to cooperate with our parties and institutions. We must have a larger economic cooperation, more import-exports and more cooperation in education. It’s absurd to think that Prishtina doesn’t have more academics from Albania to teach, and vice-versa. There must be cultural cooperation, a promotion of our common culture. But it is normal that the electoral campaigns will be the ones that divide us. The campaigns in Tirana remain in Tirana, and those in Kosovo remain in Kosovo.
Sokol Balla – The relations between Prishtina and Belgrade is a news topic also reported in many international media outlets. There’s a proposition that Kosovo and Serbia could adopt the model of two Germanies, with offices of good neighbouring. This model has been rejected by many, but it seemed welcomed by your party and you, as Minister, since it offers an interesting formula for the UN. Do you think that the model of two Germanies will have a future approach between Belgrade and Prishtina?
Enver Hoxhaj – I want to make it clear that last year I have opposed such a model that should have been used for normalizing the relations with Serbia. I have opposed this proposition and I still oppose it today, because it doesn’t help in normalizing the relations. Kosovo is an independent state, with the Constitution and its laws, and this normalization of the agreements could happen only if both states sit and dialogue as independent and equal. There have been propositions for using the Elize Treaty that was used between France and Germany. These models could be interesting for the fact that besides normalizing the relations in the political aspects there is created a real reconciliation between the two states, which could happen only with the model of two sovereign and independent states. The speculated models cannot be implemented, they are unnecessary for Kosovo and Serbia in this situation.
