The technical Ministers appointed by the Democratic Party have given
orders to fire public employees, accusing them of participating in the
electoral campaign of the Socialist Party. This has caused legal battles
in ministries and other institutions. The most recent case is an order
given by the Minister of Finances.
Helga Vukaj, Minister of Interior, announced to several media outlets that she had fired a tax administration employee, Kliton Bistri, for participating in an electoral meeting of the Socialist Party, after he was reported on Facebook by former Prime Minister Sali Berisha.
However, Top Channel has learned that Kliton Bistri has not been fired. Sources from the Tax Office said that the order is illegal, since the Tax Administration employees can only be fired by the General Tax Director.
They say if the Minister has evidence that the tax employees were involved in political activities, she must hand them over to the Tax Office, which will then take a decision.
But this is another point which may cause clashes with the Ministries now led by the Technical Ministers of the Democratic Party, with Socialist Party staff. The Civil Employee status allows public employees to be part of political activities, outside the working hours.
This may cause several other clashes during the electoral campaign, and all orders for firing staff may be appealed.
