The confidential report published by Top Channel about the failed
airport security tests raises strong questions about the concession
itself.
Article 26 of the concessionary agreement foresees that the Albanian government has the right to terminate unilaterally the agreement with the private company in case they are found with a violation and fail to correct it within 30 days.
These violations include annexes 39 Airport Security Administration System, annex 44 (Luggage and Security Inspection), except for a Force Majeure. The Albanian government can terminate the agreement 30 days after notifying the company about the violation, and if the company fails to correct it.
The robbery shows that the concessionary has failed with addressing the verified security flaws, and this makes it a serious violation.
