Supreme Audit reports former Health Ministry official

The Supreme State Audit has reported a former Director of Financial
Planning at the Health Ministry over power abuse and passive corruption.
The economic damaged mounts up to 90.000, with unfair favoring of
economic operators.

The former Director, with initials S.K, has gone beyond his competences in the project “Modernization of the Health System” and has focused all competences on him for procuring, implementing and liquidating the agreements, bringing as consequence an unfair profit for different economic operators.

S.K, without any delegation of competences from the Minister, has managed the signing of the agreements with the Project Implementation Unit; has added annexes to the agreements with several economic operators and has reallocated funds and used them outside of their destination.

The audit showed that in some procedures, S.K has gone beyond his competences for assessing the bids of economic operators, by openly favoring special subjects and giving them the opportunity of securing qualifying documents without which they would have been eliminated from the tender.

The audit shows that the damage mounts to 90.000 USD in total and some of the funds have not been used with efficiency, by simply favoring some economic operators.

SK has also impeded SSA inspectors of doing their job, by not providing the requested documentation and by creating artificial obstacles.

The SSA has reported him for power abuse, violation of equality in public tenders, impeding a public employee from exerting his duty.
