The Tirana Traffic Police division was dissolved by order of the
Interior Minister, Saimir Tahiri. More than 80% of the effectives were
removed from duty and will be replaced by effectives chosen from every
other city.
The Interior Minister communicated this order to the traffic police during a meeting he had this afternoon. Tahiri’s order was based on a report of the Internal Audit that has investigated the implementation of law and standard procedures by them.
The investigation has showed violations and active abuses with the documentation of 11 officers and 77 police officers who have been removed from duty.
The report shows 28 cases when the Commission did not have the seized licenses, although they were within the deadline. There were also other problems with the documents and reports of violations.
In many cases vehicle documents were withdrawn as a method of pressure, to guarantee abusive payments that were against the Traffic Code.
Four managing officers and one implementing officer are being sued at the Prosecution for power abuse and passive corruption.
The Interir Minister also canceled the tender for the two trucks, using as a motive the violation of legal procedures and high prices.
The argument for this decision says that the 4000 ALL towing price is higher than the fines given by the police, and that according to the law, the tender should not be held by the Tirana Tarffic Police.
Analogue tenders for the same services in other cities have been held by the General Police. Another flagrant violation is the payment that the state budget owes to the firms.
