Sterilization constract; Court leaves in detention former deputy health minister and businessman

The court session at the Anti-Corruption and Organized Crime Court for the evaluation of the security measure for the eight defendants involved in the hospitals sterilization concession, including the former Deputy Minister of Health, Klodian Rrjepaj and the businessman Ilir Rrapaj, left in power the decisions of announced against eight officials under investigation for abuse of office, forgery and fraud in what is known as ‘The sterilization file’.

The former Deputy Minister of Health, Klodian Rrjepaj, requested a reduction in the measure by offering a financial guarantee, but judge Etleva Deda refused.

The same was for Ilir Rrapaj, the businessman of the concessionaire company “Sani Service”, who, according to the SPAK prosecution, is suspected of having known the former Minister of Health, with whom he traveled through Rinas airport on three occasions, before signing the contract.

The court directed SPAK to prosecute two former health ministers, Shkëlqim Cani, who approved the concessionaire after objections, as well as Ilir Beqajn, who is suspected of having a conflict of interest.

The two SPAK prosecutors have calculated over three years of investigations and have checked the surgical interventions in some hospitals, the sterilization but also the inflated costs before the contract was signed, but also its non-implementation.

Eight people were placed under security measures by the court, eight years after signing the sterilization contract and three years after the case was reported to SPAK.

The former Deputy Minister of Health, Klodian Rrjepaj, in the capacity of the chairman of the commission for the concessionaire with an initial value of 9.6 billion ALL, ended up under arrest and in prison for abuse of office.

Along with him is the businessman Ilir Rrapaj, who is suspected of fraud with serious consequences and who heads the consortium.

In addition to eight persons, GJKKO has suggested to SPAK to prosecute six other persons, including the former Ministers of Health, Ilir Beqja and Shkëlqim Cani.

The sterilization contract was signed in 2015 by the Minister of Health and the businessman of the company “Sani Service”.

Former minister Shkëlqim Cani was at the prosecutor’s office the day before for this case as a person with knowledge, despite the fact that the Anticorruption Court has questioned his role in the matter.
