One month after the normative act which changed its budget, the
government is preparing a quick law amend to regulate the country’s
finances.
Sources from the Ministry of Finances told Top Channel that the budget will change again, to fund the restructuring of the public administration.
Prime Minister Edi Rama announced the new government structure, which merges several ministries. The new government plan is to reduce number of public agencies for a more efficient response to our country’s needs.
The Finance Ministry says this allows the state budget to fund agencies and new institutions which will be created by the new government, while the macro-economic indicators, such as debts or revenues, will remain untouched.
Besides the budget amend, the government is expected to release public tenders as well. Since the political agreement reached between the majority and opposition this May, the government has put limitations on public procurements, allowing institutions to carry out only emergency spending and the ones approved by the Prime Minister. This will continue until the transition is complete.
Sources from the Ministry of Finances say that the procurements will be allowed back right after the new government is formed.
